However, various challenges and obstacles hinder the realization and governance of this paradigm in metropolitan areas. The aim of this study is to explain operational governance strategies to address the challenges of smart cities, within the responsibilities of the government, private sector, and civil society. This research investigates the concept and dimensions of the smart city and operational governance, using thematic analysis. A qualitative research approach was employed through semi-structured interviews with 16 urban management experts. Findings: The results identified five main challenge categories related to the three governance dimensions: “decision-making and policy-making challenges, governance and managerial challenges, technical and operational challenges, economic challenges, and educational and cultural challenges,” classified into 15 subcategories. On the other hand, nine core strategies for operational governance were identified across three levels: system, organization, and individual, and were analyzed in this study. Given the critical importance of smart city implementation in today’s world, offering solutions to accelerate the resolution of these challenges can contribute to delivering improved services and increasing citizen satisfaction. زمینه: شهر هوشمند افق‌های نوینی را در برنامه‌ریزی و مدیریت شهری، پیش ‌روی تصمیم‌سازان و تصمیم‌گیران شهری قرار داده است؛ اما چالشها و موانعی در تحقق و حاکمیت این پارادایم در کلان‌شهرها وجود دارد. هدف از این تحقیق، تبیین راهبردهای حکمرانی عملیاتی برای مواجهه با چالش‌های شهر هوشمند و ذیل وظایف دولت، بخش خصوصی و جامعه مدنی است. در این تحقیق، شهر هوشمند، ابعاد آن و همچنین، حکمرانی عملیاتی مورد مطالعه قرار گرفت و به روش تحلیل تم بررسی گردید. تحقیق حاضر با استفاده از روش کیفی و مصاحبه‌های نیمهساختاریافته با 16 تن از خبرگان مدیریت شهری انجام شد. نتایج نشان داد که چالش‌های شهر هوشمند ذیل وظایف سه بعد حکمرانی شامل پنج چالش اصلی "چالش تصمیم‌گیری و خط‌مشی‌گذاری، چالش حاکمیتی و مدیریتی، چالش فنی و عملیاتی، چالش اقتصادی و چالش آموزشی و فرهنگی" است که در 15 زیرمجموعه دسته‌بندی شده‌اند. از طرف دیگر، نه راهبرد اصلی برای هر حکمرانی عملیاتی در سه سطح سیستم، سازمان و فرد شناسایی شد که در این مطالعه به تحلیل آن‌ها پرداخته شده است. با توجه به اهمیت استقرار شهر هوشمند در دنیای امروزی، ارائه راهکارهایی جهت تسریع رفع این چالش‌ها و موانع می‌تواند به ارائه خدمات مطلوب و رضایت شهروندان کمک کند. https://nrsc.apadana.ac.ir/downloadfilepdf/768993
