The introduction of the concept of sustainable cities revealed that the scattered urban model led to a set of negative properties, especially in countries like Iran, and was a serious obstacle to achieving sustainable cities. This led planners to emphasize the transition from the negative effects of the scattered model to sustainable patterns. Among the proposed sustainable models, there is a consensus among scholars and policymakers on the compressed form and the main strategy for achieving it, namely smart urban growth. This idea has garnered more supporters and has taken the lead in discussions related to urban sustainability. Therefore, this research focuses on investigating and formulating spatial development criteria based on smart growth indicators in Mashhad County. According to the results obtained from AHP analysis and the VIKOR model, considering transportation and accessibility, socio-economic factors, physical characteristics, environmental factors, and a combination thereof, Mashhad Central ranks first, Ahmadabad ranks second, and Rezavieh ranks third. The results indicate that Mashhad has progressed in line with smart urban growth patterns, and one of the major reasons for this growth is the holy shrine of Imam Reza (AS), which has contributed to the advancement and expansion of Mashhad Central. قبل از مباحث مربوط به توسعه پایدار، الگوی پراکنش به‌‌عنوان یک الگوی رایج و بدون برنامه در کشورهای جهان سوم و الگویی برنامه‌ریزی‌شده در برخی از کشورهای پیشرفته محسوب می‌شد. با طرح مباحث مربوط به شهر پایدار مشخص شد که الگوی پراکنش شهری، مجموعه‌‌ای از خصوصیت‌‌های منفی را در پی داشته و به‌ویژه در کشورهایی مانند ایران، مانع جدی در تحقق شهر پایدار به شمار می‌رود. همین موضوع سبب شد تا برنامه‌‌ریزان در راستای کاهش آثار منفی الگوی پراکنش، بر الگوهای پایدار تأکید داشته باشند. از بین الگوهای پایداری مطرح‌‌شده، در میان صاحب‌نظران و سیاستمداران اجماع بیشتری بر فرم فشرده و راهبرد اصلی رسیدن به آن، یعنی رشد هوشمند شهری وجود دارد به‌طوری‌که این ایده توانسته طرفداران بیشتری را به خود اختصاص دهد و در صدر مباحث مربوط به فرم پایدار شهری قرار گیرد. لذا، این پژوهش به بررسی و تدوین معیارهای توسعه فضایی مبتنی بر شاخص‌های رشد هوشمند در شهرستان مشهد پرداخته است. طبق نتایج به‌دست‌آمده از تحلیل AHP و مدل VIKOR و با توجه به شاخص‌‌های حمل‌ونقل و دسترسی، اجتماعی-اقتصادی، کالبدی، زیست‌محیطی و تلفیقی، مشهد مرکزی در رتبه اول، احمدآباد در رتبه دوم و بخش رضویه در رتبه سوم قرار می‌‌گیرد. نتایج نشان می‌دهد که مشهد متناسب با الگوهای رشد هوشمند شهری پیش رفته است. یکی از دلایل عمده این رشد، حرم مطهر رضوی و امام علی ابن موسی‌الرضا (ع) بوده که باعث پیشرفت و گسترش هرچه بهتر و بیشتر مشهد مرکزی شده است. /downloadfilepdf/447778
