A smart city aims to digitize the urban environment. In parallel with the smart city strategy, the concept of a creative city has been formed since 2003. The theory of the creative city suggests that the growth and development of cities result from the creation of creative hubs. Progress in contemporary cities is driven by the creativity of citizens. Architectural and urban spaces are essential elements in fostering creativity in individuals. Therefore, urban planning should be designed in a way that creates such hubs, providing the groundwork for maximizing the use of citizens' creativity. Successful and flexible project planning in urban environments is crucial for any development and progress in smart building constructions. Thus, the main pillars of forming a smart city are considered the factors of urban growth and development, and creative citizens. In this research, we explore the foundations and strategies of smart and creative cities in urban planning by identifying their characteristics and indicators. The research method is descriptive, analytical, and library-based. This study aims to expand the horizons for managers, planners, and urban designers, providing insights into up-to-date technologies and innovative solutions. Additionally, it analyzes strategies to address urban issues, leading to desirable and creative results in the implementation of projects and the design of smart cities. The study concludes that predicting and creating a suitable space for desirable communication among citizens (increasing the level of social interactions) and striving for innovation and creativity in cities are inevitable necessities. با توسعه تکنولوژی، شهر هوشمند به¬عنوان یکی از استراتژی‌های مهم توسعه شهری، مطرح شده است. شهر هوشمند به دنبال الکترونیک-سازی شهر است. در کنار استراتژی شهر هوشمند، مفهوم طبقه خلاق از سال 2003 شکل گرفت. نظریه شهر خلاق بیان می‌دارد که رشد و توسعه شهرها ناشی از ایجاد مراکز خلاق است. پیشرفت در شهرهای معاصر به دنبال خلاقیت شهروندان است. فضاهای معماری و شهرسازی، یکی از عناصر مهم ایجاد خلاقیت در افراد هستند. لذا، برنامه‌ریزی‌های شهری باید به‌گونه‌ای باشد که با ایجاد چنین مراکزی، زمینه را برای استفاده حداکثری از خلاقیت شهروندان فراهم نماید. برنامه‌ریزی پروژه‌ای موفق و انعطاف‌پذیر در محیط شهری، برای هر توسعه و پیشرفتی در ساختمان‌های هوشمند بااهمیت است؛ بنابراین، محورهای اصلی شکل‌گیری شهر هوشمند، دو عامل رشد و توسعه شهری و شهروندان خلاق محسوب می‌شوند. در این پژوهش، ضمن شناخت ویژگی‌ها و شاخص‌های شهرهای هوشمند و خلاق به بررسی مبانی و راهبردهای آن‌ها در برنامه‌ریزی شهری می‌پردازیم. روش پژوهش به‌صورت توصیفی، تحلیلی و کتابخانه‌ای است. تحقیق حاضر برای مدیران، برنامه¬ریزان و شهرسازان سبب گسترش افق دید ازجمله آشنایی با فناوری‌های به‌روز و راه‌حل‌های نوآورانه و همچنین، تحلیل راهکارها در مواجهه با مسائل شهری شده تا نتایجی مطلوب و خلاق در اجرای پروژه‌ها و طراحی شهرهای هوشمند داشته باشند. در این بررسی مشخص شد، پیش‌بینی و خلق فضایی مناسب جهت برقراری ارتباط مطلوب بین شهروندان (افزایش سطح تعاملات اجتماعی) و تلاش برای ایجاد نوآوری و خلاقیت در شهرها، ضرورتی اجتناب‌ناپذیر است. /downloadfilepdf/343149
